Eyes: Grey completely, giving the impression of blindness though that isn't actually the case (though you would assume as well due to the headband over the eyes, which is almost never removed, and thus his eyes are rarely seen). The blank quality of them makes them impossible to read, forcing those to rely upon his words and outwardly actions.
Hair: Crimson red and stood up, in a Kakashi-esque manner. Not spiked sporadically however, but more together into one large tuft. One might call him a broom head. >.> Though its resilient enough to remain standing for the most part, it does have a slight lean to it due to its length.
Clothing: A pair of black straps, in an X across his torso, connected to his pants, which are light and loose fitting, also black in color. The pants are attached at the ankles by a small strap, which is long enough to allow for decent maneuverability, but does seem like it could be a hindrance. Thanks to his style however, that isn't really an issue. His shinobi sandals are black in color as well, and his headband is worn across his eyes completely, giving the impression that he is blind. He's not. Its just pimp. Also noteworthy, he wears a dangling spherical earring on his left ear, which he has a particular habit of flicking when he's thinking.
Personality: An asshole, through and through; cold, cocky, snide, uncaring, and sarcastic. He loves to crack jokes, especially on others, and won't hesitate to point out every flaw in a person, particularly if it'll get a rise out of them. Mostly however, his superiority complex leads him away from socializing at all, so he may appear more quiet and reserved than he really is. Moral is, don't fuck with him and he won't fuck with you. =3

History: Son of the Mizukage, a prodigy of Kiri who achieved Jounin at a fairly young age. He gained his Kekkei Genkai from his mother's side of the family; whom he's had little contact with after he was deemed a Genin. His father, Kazuya, cared nothing for the woman and had many, and once he had moved on, she left, seeing that her son could now handle himself. He cared little for her, and hated his father, so he began living on his own shortly after.
Once he achieved the rank of Jounin as a teenager, he staged a coup with some supporters he had worked with to try and overthrow his father from the position of Mizukage. He was defeated by Kazuya, and retreated angrily. He took on a squad of younger shinobi reluctantly, planning to take another shot at his father one day in the future. Most would guess that hubris and amusement at the situation was all that made Jun-Sai's father allow his son to live that day.

Regular Equipment/Weaponry: Wears a pair of gauntlets, both designed differently; the right hand is designed more like a pair of spiked knuckles, leaving his fingers exposed for easy handling of things that don't require damaging. The left hand gauntlet covers the entirety of his hand in metal, and extends about and inch over the ends of his fingertips with razor sharp claws. Though it would require a close look to tell, the parts of both gauntlets are grafted to the skin in moderately sized parts.

Sun-Ho-Ran : Sight into the Dragon's Lair - The Kekkei Genkai of Jun-Sai's clan; it is an ancient technique that can be traced back before the founding of Kirigakure, to shinobi from the uncharted easter continent, before the migration west before the first Great Shinobi War.
The technique is physically noted by darkened eyes, a grey-black in color, that give the impression of blindness. In reality, the user's eyesight is strained in a tunnel vision sort of manner, but through proper techniques and focus it can typically be handled with little trouble. This vision effect comes into play with the jutsus enabled through the main part of the bloodline however, which include a unique form of water and wind manipulation that differs from the Ice techniques of related families (it is rumored that the two were a branch of each other, somewhere in their history).
The user's body can enter a liquified state, more solid than typical water, and thicker, but not completely solid like ice (more like jello maybe?). Manipulation the body's shape and the amount of water, the user can create a variety of weapons and techniques that will be outlined in the following jutsus.
Hi-So-Ran : Tail of the Dragon - Utilizing the guantlets grafted into his skin, Jun-Sai can mold his body into its liquid form, creating a long whip out of his arms (and more, if more length is needed) with various metal spikes and blades along its length, creating a violent weapon that can be used not only for powerful strikes, but particularly effectively when able to wrap around the target, crushing and shredding them simultaneously.
Sui-Bak-Ho-Ran : Invitation to the Dragon's Lair - The main technique of Jun-Sai's style, using nearby water (or summoning it with other jutsu) a funnel is made that envelops the enemy, creating a wind tunnel that surrounds them, trapping and causing movement to be very difficult. A series of attacks can be pulled off within this tunnel, and coupled with the tunnel vision effect of the Sun-Ho-Ran, Jun-Sai's vision becomes godly, down to seeing even small particles clearly. The walls of water in the tunnel can be utilized for many water based techniques, as well as the wind created from the spinning for wind based techniques.
The key technique with this is the combo created by using the Hi-So-Ran, to attack enemies with bladed water whips that they have little room or maneuverability to try and avoid; this is coupled by using the wind currents to his advantage so that an attack that is somehow dodged can create a second, strong opening on the enemy's blindside based on the way the air current carries the weapon in flight.
Zaou-Gongen : The One Who Demands Surrender - Part of Jun-Sai's ability to turn into water also allows him to shift various body parts around and make them appear from anywhere within the body of water he has become a part of. This ability takes some delay, due to the concentration required to move his consciousness as well as the time to move any physical aspects that he maintains (such as the claws). However, theoretically, with enough concentration, he can shift himself to any point within the body of water in an instant, considering that he has technically become one with it.
This is the heart of Zaou-Gongen : The One Who Demands Surrender. By focusing on his enemies location and focusing entirely on them, using whatever necessary to predict their movement or hold them down, he can instantly shift his consciousness and appear upon them, delivering a devastatingly fast and powerful strike using his momentum.
The key drawback, however, is due to the strain on his mind and chakra, it is very tiring; and the sudden shift from liquid back to physical form leaves him in a little-of-both state, straining his muscles and leading to pulling, if not tearing them. It's a win or lose type of technique, for certain....
