Personality: In simple terms, holy fucking crazy. His thoughts and words are often sporadic and incoherent, and he tends to be very fidgety, moving a lot and pacing often while he thinks. His posture is rather poor as well, but he seems to be a talented contortionist, and often times he can be found twisting some limb or joint around to see what he can do with it. He has been shown to be of rather high intelligence, but his unorthodox manner often makes it hard to follow; by the time you realize the wit to his statement, he's already on a completely different subject. He's a bit reclusive, for honestly unknown reasons, but he is actually rather fond of human interaction, enjoying nitpicking at people to see how they tic. He suffers from illusions of grandeur however, as can be seen from his self proclamation of the title of Otokage, and isn't terribly in touch with reality when it comes to social standings, and being told he is wrong is very upsetting, so he has a difficult time maintaining friends; at least, with those who think they can take him. His true gender remains unknown, thanks to his Kekkei Genkai, and his voice, which seems to change pitch sporadically with his emotions, but considering that this is the form he takes most commonly, when not utilizing his technique for some purpose, its suspected he is indeed naturally male.
Hair: Deep purple, shaved completely to the center of his head, and from there long and slicked back, pulled into a pony tail that is then broken in half and separated into two new tails that emerge as dozen of tiny braids, each dangling to about his waist.
Eyes: Mostly white, with three black vertical bars evenly spaced and centered, half-masking violet pupils, as though keeping them imprisoned. In his occasional insanity, it almost appears that his pupils begin to twitch, searching for an escape. His eye brows are jagged and intricate, almost drawn on looking, spread out to his temples like bat wings.

Clothes: The bulk of his torso is covered under the wrap of a long, thick, purple braided cord, twisted around his body sporadically across randomly placed bandages, leaving the majority of him covered, aside from sporadic patches of pale, bare flesh. His arms are wrapped entirely in bandages, decorated with paper tags marked with sealing kanji, similar to what one would find around the outside of a temple and on holy trees. His pants are thick, loose, and baggy, appearing to be much too large for him, and held in place at his waist with another of the purple cords, which is knotted on both his sides, the excess hanging down just past his knees. The pants are a dark shade of purple, seeming black outside of the light, and in most circumstances cover his feet entirely, which are bare save for the seals similar to on his arms that coat them almost entirely. The pants also have large cargo pockets on each side, where he stores the majority of the tools he uses, as well as anything he comes across that piques his ever changing interest. Over his face, he wears a plain white cloth veil, stapled directly into his head on the sides, near where his jaw connects, making the only part of his face that is visible his eyes.
Note* The purple cord on his body, while similar to that on his waist (the type typically worn by Oto members) is not of the same thickness, but smaller, lest he wouldn't be able to lower his arms. It is, however, a bit of an awkward placement, fit for an awkward person.

Character History: His real name and history are unknown to anyone left to the world now; his family broken apart, hidden throughout the world, with tendencies to leave their children once they've been taught to utilize their Kekkei Genkai. It is expected from there, to prove their worth, that they should be able to take on the persona's needed to take care of themselves. Some early memories of many faced people rest in the dark corners of his mind, but otherwise, Otokage has known not a single person in his life that he would call family; and a very small amount he might consider friends (though even smaller is the reality, considering that some whom he would consider friends would not consider him in reverse; though they'd not say as much to the face of a madman. Some of these people don't even know who the hell is and how he thinks he knows them.)
What is known is that working for various people, Otokage infiltrated nearly every side involved in the great war, and profited greatly, though he has never been terribly fond of money. He considers himself to be of a level of greatness that ill requires money; and the bulk of what he made he spread freely over the doorsteps of civilians across the country. Feeling himself a great philanthropist and worthy king, he searched his knowledge of governments for a village where he could begin his kingdom. Recalling that an old friend had been killed and his self-started village left leaderless, Otokage took on the name he is now known by, intent on rising the glory of the Kingdom of Oto.
The few remnants left who had served Oto took their sides, some accepting him because they really couldn't care less, some leaving now that they had been freed, and others hoping to take control themselves with the original leader gone, sought to challenge his self proclamation.
Incidentally, Otokage likes to build forts to house the bat "troops" of his kingdoms, and bones make particularly sturdy and decorative nests.....

The technique that has left him infamous and nameless through the lands, his lineage and true history completely unknown. It is suspected that the utter reformation that goes through the user's body, chakra, and personality during the use of this technique is the cause of the sporadic wanderings of their minds outside of it, ultimately leading to near schizophrenia and a tendency to ramble between subjects.

~A large, two headed mutant bat, whose distorted body Otokage has found to serve as a great throne to sit on. (Ouza's name, meaning throne, was not his original name, but neither he nor his Siamese brother had the will to try and argue over the change). It is extremely large, probably fifteen feet or so from wingtip to wingtip. Otokage likes to sit on the hunch of their back, between the heads, and use them to float around, using them as his perch of power. They occasionally lend him a hand in combat, when summoned, by kicking up large winds with their wing beats, ramming into enemies at high speeds, carrying Otokage to safety, or amplifying his sonic techniques in a similar manner to the smaller bats. For fear of losing his throne, however, he only calls on them occasionally, when he feels no fear for them getting substantially injured.
Personality wise, Koumori is more forward and outspoken, a bit gruff and kind of big-brotherly, while Ouza is soft spoken and reserved. In spite of typical stereotypes, Koumori is actually notably more intelligent than his quiet brother, who seems to opt to stay silent more so to avoid embarrassment, while his counterpart is often quick to verbally assault those who pick at his brother's level of intelligence.

When activated, the scroll de-summons whatever is within it (typically an enemy) and is configured to bring them into a pre-set location, usually about 30 to 50 feet away in any particular direction, including up and down (though the latter being much more complicated to perform and typically resulting in partial failure, due to the pre-existence of matter. The end result usually being the person simply slammed into the ground at their feet). The direction utilized by each scroll is set into its seal work, but is known only to Otokage, so even for those who figure out the trap's usage, their actual end point is seemingly random, leaving them open to any number of attacks that are difficult to predict.
This same technique is utilized by Otokage himself for escape purposes in a scroll he always carries at his side. This one, however, is teamed with a scroll set up in a location within his lair, the current "Kingdom of Oto", as he calls it. Thus, he is able to de-summon himself and appear back inside his lair, should a situation become hairy. The scroll work to this is fairly complex, and so it takes time to re-prepare once it has been used, considering that both scrolls will need to be rewritten.

~Able to emit a screeching noise, similar to what bats use, honed by using his chakra to stabilize his vocal chords, Otokage is able to traverse utter darkness through the use of the echo. Even in total blindness he can discern the locations of any particular person or object, and can even use the technique to see through genjutsu to some degree, but judging the way the echo ricochet's from the enemies body, telling him their true form and location. Formidable for preparing attacks, escapes, or support techniques, it is one of the abilities that has enabled him to avoid capture throughout his life, even in the most dire situations.

~A higher pitched screech than the Vibrant Echo, his chakra stabilization allows him to manipulate it into a wavelength that affects a person's motor skills, disorienting them into believing their moving certain parts of their body that they are not (e.g. moving their feet when trying to move their hands). This wavelength is particularly difficult to sustain for extended periods of time, but its range is great (and can be increased with the help of summoned bats), and serves its purpose by suddenly sending an enemy toppling over when they trip themselves while trying to block an attack, or something of that nature. In quick succession, a follow up attack can occur, making the technique particularly dangerous.

~A lower, warbling screech that affects the nerves controlling vision, slowly causing the effected to black out. The noise itself distorts any nearby sounds, thus practically secluding the target from all sensory ability that can aid them in foreseeing attacks. For those whose chakra sensory skills (and their ability to control panic, of course) are unrefined, this can lead to fatal attacks, but even for the most seasoned shinobi, it is a technique that proves very difficult to combat. Like the other techniques, this can be amplified by the summoned bats.

Typically, in their panic, a person will drop their defenses, flee, or flail wildly, falling miserably into traps and their own doom. An extremely difficult attack highly reliant on the help of at least some bats to amplify it, mainly due to the amount of time it takes to build to a useful level. While in its early stages, the target will begin to feel the effects, it is a technique that slowly builds power, steadily bearing down, and thus requires enough time to utilize before the enemy catches on while still capable of responding with full reason.

~A style of Taijutsu Otokage has developed himself, making use of his contortionist body, quick movements, and wild nature. Uses a variety of grabs and joint manipulative moves, often by bending his own body into awkward positions and trapping an enemy, making it extremely difficult to escape. The style also utilizes a great deal of hopping, flailing kicks and wild scratching attacks, like that of a small animal that might leap up in defense against a larger animal. The style is sporadic and unpredictable, like its user, and builds in wild intensity as he becomes more agitated himself.
The style is named for the tarsier, a small mammal that leaps from tree tops swiftly and carefully, but is known to injure itself and even commit suicide when captured due to the stress. This intense emotion and frenzy was what Otokage felt he needed to capture. Whether or not he'd actually throw himself from a tree top has yet to be seen, but some wouldn't doubt it.
